JUVENILE DELINQUENCY
The legal age at which a person is considered to be a juvenile varies from country to country. Most states in the United States of America consider anyone under 18 years old of age a juvenile. A few states and most of the provinces of Canada consider anyone under 16 a juvenile.
Juvenile delinquency is regarded to be a serious social problem in the countries all over the world. It has caused increasing public concern, but it is by no meansa new problem. Young people formed violent street gangs in American cities during the 1800’s, and delinquency rates were reported rising during the early 1900’s.
And though in many countries some measures have been taken to prevent juvenile delinquency, all these efforts were never a success. Unfortunately, the problem still exists and nobody really knows how to fight against juvenile delinquency.
Juvenile delinquency is found in all nations, and is particularly widespread in highly industrialized nations where there are many large cities.
Many efforts have been made to develop programs of delinquency prevention. There is little evidence, however, that any of these programs is truly effective. Some programs provide youngsters with clubs and recreational centres in an effort to keep them away from situations in which delinquency is likely to occur.
In recent years, the greatest efforts have centred on improving the educational and work skills of youngsters.
For those youngsters who have already become delinquent, there are programs designed to prevent them from performing future delinquent acts. Probation services are also making efforts to provide guidance for delinquent children.
